Lomé Conference on Political Transitions and the Fight against Terrorism in the Sahel and West Africa

INFORMATION NOTE

This note provides information on the practical and logistical arrangements concerning the holding in Lomé (Togo), on April 21, 2022, of the High-Level Conference on Political Transitions and the Fight against Terrorism in Sahel and West Africa.

A national committee in charge of the organization of the Conference is created and located at Lomé international conference centre.

The national organizing committee is made up of 14 sub-committees, one of it is the “protocol and welcoming sub-committee “; it will be in charge of welcoming delegations.

This sub-committee is under the Ministry of Foreign Affairs, Regional Integration and Togolese Abroad. To interact with this sub-committee, the following are its useful addresses:

The Conference will take place on April 21, 2022, at the Hotel 2 Février in Lomé, Togo.</ p>

Conference delegations will be welcomed at Gnassingbé Eyadema International Airport (AIGE).

A welcome committee will be set up at the said airport to ensure the reception and transport of delegations to the hotels selected for the Conference.

A protocol officer will be assigned to each delegation and will be the link between the central service of the Conference and the delegation.
Delegations will be met upon their arrival at the airport at the official lounges.

For those arriving by land, arrangements will be made for their reception at the border posts.

In this regard, they are invited to communicate to the committee their names and functions as well as the dates and times of arrival and departure, no later than April 15, 2022.

  • The entry into Togo of nationals of all countries is conditional on obtaining a visa with the exception of citizens of the West African Economic and Monetary Union (UMEOA), the Economic Community of West African States (ECOWAS) and certain countries that have concluded bilateral visa waiver agreements.
  • Special arrangements will be made at Gnassingbé Eyadema International Airport to issue courtesy visas to participants who have not obtained an entry visa to Togo at their places of origin.In this regard, participants are kindly requested to hold a certificate issued by the Togolese Government (Appendix 1).
  • The passports of conference participants must be valid for at least 30 days on the date of arrival in Togo. They must also contain at least two (2) blank pages when applying for the visa.
  • Presentation of an up-to-date yellow fever vaccination card is required upon arrival at the airport.
  • Participants arriving at Lomé airport for the first time will be subject to having their photo taken during immigration formalities.

Presentation of a negative Covid-19 PCR test is required upon arrival at the airport.

Each participant is required to perform a covid-19 PCR test on arrival, which is valid for 05 days from the date of the test. Online check-in remains mandatory on arrival and departure.

The Togolese Government will pay the cost of the Covid-19 tests done in Lomé. The tests fees paid online by participants, before departure from their places of origin, will be refunded on presentation of supporting documents.

Since March 28, 2022, travellers arriving in Togo, with proof of full vaccination, are no longer neither required to present a PCR test nor ask to perform another test on arrival.

On departure, travellers with proof of full vaccination are also exempt from the PCR test when traveling to a country that does not require it as a travel health document.

In this regard, all participants who do not have proof of vaccination are required, before their departure, to fill the online registration form for the COVID-19 test and for immigration purposes on this website www.voyage. gouv.tg

The Government of Togo provides local transport and will allocate delegations with vehicles according to the following format:

a)Delegation led by a Head of State :

  • One (01) VIP vehicle and three (03) other vehicles;

b) All other heads of delegation (ministers, representatives of international organizations, guests):

  • One (01) vehicle
  • Experts

The Togolese government according to the UN format airport-hotel/hotel-airport provides the local transport of the experts.

The Government ensures the availability of a sufficient number of rooms in the hotels selected and recommended for the occasion (Appendix 2).
Nominated experts, special guests and other participants attending the Conference are required to make their own reservations at government-recommended hotels for the event.

The Government of Togo will be responsible for the reservations of the following personalities:

  • Heads of State ;
  • Foreign ministers ;
  • Other Heads of Delegation.

The Government of Togo will be responsible for the accommodation according to the following format:

  • 1+3 for delegations led by Heads of State;
  • 1+2 for delegations led by ministers;
  • 1 for delegations led by representatives of international organizations;
  • 1 for special guests.

The Heads of Delegation will be accommodated at the Hotel 2 février with full support.

For reservation needs, please contact the hotels selected for the Conference (see appendix 1).

Participants are invited to communicate the complete list of their delegation, as well as their flight plan (dates and times of arrival and departure), no later than April 15, 2022, to the following e-mail addresses of the focal points of the Conference:

Access to the Conference hall shall be conditioned on the presentation of a badge made for this purpose by the sub-committee responsible for accreditation. Participants are required to send, before their arrival in Lomé, a copy of their passports to the sub-committee at the following email address: accré[email protected] .

In order to facilitate the entry into Togo of security agents holding firearms accompanying the delegations, the latter are requested to communicate the list of these agents, as well as their weapons, to the committee set up for this purpose, by filling a form see (Appendix 3).

Security coverage will be extended to hotels selected for the Conference.

A sticker will identify vehicles.

To obtain overflight and landing authorizations for special flights and private aircraft transporting conference participants, a request in form of note verbal accompanied with a duly filled form (Appendix 1) must be submitted and addressed to the Ministry of Foreign Affairs, Regional Integration and Togolese Abroad of the Republic of Togo, no later than April 15, 2022, before the event to the following addresses:

Countries that have obtained permanent overflight and landing clearance for their official aircraft, for the year 2022, will indicate, in the note verbal, the number granted to them for this purpose.

Medical coverage will be provided at all times at the Gnassingbé Eyadema International Airport as well as at the Hotel 2 février.

    • Adequate measures are taken to ensure emergency medical services for all participants.
    • Usually, the Hotel 2 février has a medical facility for customers.
    • It is recommended that participants in the meeting bring their up-to-date vaccination cards, particularly against yellow fever.
    • In the event of hospitalization, the related costs will be borne by the patients.
    • It is strongly recommended that guests comply with the directives in force in Togo in terms of health.

The various hospitals in Lomé will be kept on alert for referral cases.
Access to the Conference room is subject to the compulsory wearing of a mask.

Some banks present in the sub-region such as ECOBANK, ORABANK and BANQUE ATLANTIQUE have ATMs in the hotels selected for the Conference.
Togo being a member of the CFA zone, the currency used is the CFA franc. The exchange rate is:

$1 = approximately FCFA 595, as of March 23, 2022;

€1 = FCFA 655,957.

In April, in Lomé, temperatures range from 25 degrees in the morning to 32 degrees in the afternoon. The weather forecast predicts rainy weather during the month of April 2022.

All delegations accompanied by official media (e.g. video and photography services) must seek the required accreditation.
Media badges are issued upon approval of the accreditation request by the host country.

The departure of the participants will take place in accordance with the arrangements implemented on arrival, under the guidance of the State Protocol.
